Benagil Cave Rules & Regulations (2026)

The short version

Swimming and self-guided kayak/SUP entry into Benagil Cave have been banned since July 2024 by order of the Maritime Authority (Capitania do Porto de Portimão, Edital 019/2024). Bringing your own kayak with a life jacket is allowed, but kayak rentals without a guide are banned. The only legal way to enter is on a licensed guided tour. Operator fines run from €300 to €216,000. Inside the cave, time is limited to 5–10 minutes per group.

What is prohibited

  • Disembarking on the cave's interior beach (individuals and operators alike)
  • Renting a kayak without a guide in the Benagil grottos area
  • Swimming to the cave
  • Using inflatables or other flotation aids to access the cave

What is permitted

  • Licensed guided kayak tours (1 guide per 6 visitor kayaks max)
  • Licensed guided SUP tours
  • Licensed guided boat tours
  • Bringing your own kayak with a life jacket - around the cave only, no disembarking inside

Fines and enforcement

300 - €216,000

Fines for operators violating the rules run from €300 to €216,000. Maritime Authority patrols and tour operators report violations. Bringing your own kayak with a life jacket is allowed, but kayak rentals without a guide are banned.

Time limit inside the cave: 5-10 minutes per group (Maritime Authority order). Guided-tour ratio: 1:6 (1 guide per 6 visitor kayaks).

Why the ban exists

Two reasons. First: safety. Several swimmers have drowned attempting the swim from Benagil Beach to the cave, especially in conditions that look calm at the beach but produce dangerous swell at the cave entrance. Second: preservation. High-volume self-guided traffic damages the cave's interior and the small beach inside.

How to legally visit

Choose one of three options: a licensed guided kayak tour (most popular, 2–3 hours, €35–50), a licensed guided SUP tour, or a licensed boat tour from Portimão, Lagos, or Albufeira marinas. All three options put you inside the cave for 5–10 minutes - the time limit applies to every operator.
